Thanks for following up and for getting #44256 merged.
One note for the upgrade path: as merged, a published dashboard with no
viewers and no charts is now
listed to every non-admin user, whatever their data grants
(`test_list_filter_hides_everything_without_grants`
now expects `{"empty"}`). That lines the list up with the object gate, so it
reads as intended. It is still
a visibility change for deployments that rely on dataset grants to scope
what users see, and #43781
documented its list-visibility change in UPDATING.md.
Would a similar line for this one be worth adding?
