Review Comment:
With `init` at v4.38.2 and `analyze` still at v4.38.1, analysis rejects the
saved configuration because the action versions differ, so the next
scheduled/master scan or qualifying code PR fails before producing results.
Could we update `analyze` to the same SHA in this PR?
