@aminghadersohi @rusackas this is the fourth piece of the #44808 split, ready for review: Sync metadata in the semantic view editor and reloading Explore afterwards, plus the default-off Cache metadata diagnostic tab. Please review only [the UI layer's changes](https://github.com/mikebridge/superset/compare/sc-121047-metadata-refresh-api...sc-121047-metadata-refresh-ui), after #44849. It is default-off and CI passed at `a4fd93d4f6ba4af70646273aa2c49c8eda613ea0` before marking ready ([completed integration run](https://github.com/apache/superset/actions/runs/36894162844)). Marking ready triggered new CI runs on the same head; those reruns are pending. Reviewing this in parallel with the earlier PRs is fine.
