Picked this up. Opened #44101 as a POC for the extension points this needs (a global toast, a Settings-menu/panel location), and built a real extension on top of it ([preset-io/superset-extension-notifications](https://github.com/preset-io/superset-extension-notifications)) to prove it out end-to-end against a running stack.
