Thanks @villebro, agree with the plan: Zensical swap first, a small script
under scripts/ instead of mike, and the versioned/unversioned split.

A few things from the current tree:

   - **Cross-links in page bodies:** your note on absolute URLs covers the nav,
but 20+ relative links in page bodies also cross the two sections. Each one
breaks once the sections live under different paths. For example,
user-guide/installation.md links to ../reference/security.md. Under /0.3/ that
resolves to /0.3/reference/security/, which won't exist because Security is
only at the root. These links should become absolute URLs: root URLs for
unversioned pages and /latest/ URLs for versioned ones. If each build drops the
other section's pages with exclude_docs rather than only not_in_nav, the
existing strict build will also catch new ones. With not_in_nav alone, the
pages still render in both builds and the links resolve silently.
   - **gh-pages writers:** the main push, tag deploy and backfill all commit to
gh-pages. The script should push without --force and rebase and retry on
rejection, since the root and version deploys touch disjoint paths. A
concurrency group alone isn't enough: a newer run cancels any pending one in
the same group, so a queued release deploy could be silently dropped behind a
main push.

@jchong9 happy to review when the PRs are up.
