   ### Bug description

   This results from https://github.com/apache/superset/pull/42300 which
stopped such values from being omitted entirely.

   Here's a chart that's wrong, as I'm testing Superset 7.0.0rc2:

   <img width="1202" height="562" alt="Image"
src="https://github.com/user-attachments/assets/4d275e13-55e6-424e-856f-ad14262ffd74";
 />

   The last value is actually 33.2%. I have the y-axis max set to 0.3, so it is
getting truncated to 30%. I'm okay with the truncation and I think it's better
than dropping the data point entirely, which is the case in 6.1.0 and has
burned me before. But I think there's room for improvement. Maybe the label
says 33.2% despite the bar height being 30%? Or at least the tooltip says
"33.2% - truncated by y-axis maximum of 30%"?

   I'd like some more opinions and ideas for the solutions, but it feels
misleading and that we can do better. On a bar chart we could even put in the
break in the bar that people do when creating data viz outside of Superset, but
this needs to apply to other kinds of charts too like scatterplot and line.
