Rebased and pushed two commits on top of the bump. fastmcp 4.1 needs idna>=3.18 while base.txt pinned 3.15, so I re-ran `uv-pip-compile.sh` with idna lifted (lands fastmcp 4.1.2 / mcp 2.3), and nudged three MCP tests onto the imports and `local_provider.remove_tool` that work on both majors.
