Also a real migration, not a drop-in bump. pandas 3.0 defaults string columns to a PyArrow-backed `StringDtype` instead of `object`, tightens `to_datetime` on mixed-timezone input, and drops `dropna=` on a couple of DataFrame methods. Breaks dtype inference in `to_sql`, the CSV reader, and temporal axis parsing (saw failures in `csv_reader_test.py`, `helpers_test.py`, `core_test.py`, `result_set_test.py`).
