### SUMMARY
Adds a workflow that labels any PR or issue opened by a UTSC 2026 course
student with `utsc2026`, so we can track their contributions as a cohort.
`actions/labeler` (already in use for the path-based labels in
`.github/labeler.yml`) only matches on changed files, not author, so this
adds a small standalone workflow instead (`actions/github-script`, already
trusted, no new third-party action to get onto the ASF allowlist). The
roster lives in `.github/utsc2026-students.yml`, one GitHub handle per line,
so it's easy to maintain without touching workflow syntax.
Note: the `utsc2026` label needs to exist in the repo's label list before
this can apply it; GitHub's API won't auto-create a label that isn't there.

3. Confirm a PR/issue from a user not on the roster is left unlabeled.
