Implemented the agreed migration approach in https://github.com/apache/superset/pull/45790. It follows master's current Alembic head (`d623a0cb6bb0`) and converts only the three known metadata timeout keys' non-negative integer strings, including zero. Invalid/unrelated data are preserved, including high-precision JSON numbers. Downgrade leaves the compatible integer values in place rather than guessing their original types. Local validation run with Codex assistance: 45 related project tests passed, including actual SQLite rows, Alembic operations, the catalog/schema/table cachelib failure before upgrade and successful cache writes afterward, mixed-row preservation, idempotence and transaction rollback. `superset db heads` reports one new head, `9670ab7f6bc6`.
