   On the dknet server, opening a workflow sometimes shows:
   
   “There are ongoing executions on this workflow. Modification of the workflow 
is currently disabled.”
   
   This happens even for brand-new workflows that have never been run. The 
issue is non-deterministic and so far only observed on dknet.
