### Task Summary Part of #6394 — refactor the dataset detail page into a tab-based layout. This sub-issue covers extracting the **Settings** tab specifically. Currently, dataset settings/admin functionality is shown inline on the main dataset detail page alongside metadata, stats, and version history. This task moves that functionality into its own dedicated tab. **Scope — Settings tab should contain:** - Dataset management actions (e.g. rename, edit description, tags) - Access control (visibility/restrictions settings) - Other dataset-related settings currently shown on the page **Constraints:** - Existing functionality must be preserved exactly, this is a UI reorganization, not new feature work. - Should follow the tab-based layout shown in the parent issue's sample screenshot.
