Superseded by #6960, which takes the direction suggested in review: instead of tolerating in-flight acks on the worker side, it fixes the send-order scenario — portCompleted now replies before its continuation fans out EndWorker (the shape workerExecutionCompleted/consoleMessageTriggered/workerStateUpdated already have), so the ack can never trail EndWorker and the strict worker-side requirement is kept unchanged.
