URL: https://github.com/apache/texera/issues/8751
### What happened?
On the hub workflow detail page, clicking the eye ("View") button does
nothing. It used to switch the view count between the compact form (`1.2k`) and
the exact count (`1234`).
**Root cause.** #2930 added the toggle. The button's `(click)` flips
`displayPreciseViewCount`, and `formatViewCount` read that flag to skip the `k`
abbreviation. #3028 deleted `formatViewCount` as a duplicate of the like-count
formatter and pointed the label at `formatCount`. The two differed only in that
guard, and nothing else reads the flag. The button, its handler and the flag
were kept, so every click still flips the flag and the label never changes.
```
#2930: click eye -> "1234"; click again -> "1.2k"
Now: click eye -> "1.2k"; click again -> "1.2k"
Expected: click eye -> "1234"; click again -> "1.2k"
```
The dataset detail page's eye button is a different case. #3269 copied it
from this page after #3028, so it never worked there. #8745 removes what is
left of it.
### How to reproduce?
1. Open a public workflow with at least 1000 views on the hub
(`/hub/workflow/result/detail/<wid>`).
2. The eye button shows the compact count, e.g. `1.2k`.
3. Click it. It still shows `1.2k`. Before #3028 it showed `1234`.
