### Task Summary The `architecture/sendsemantics` package has three structurally identical shuffle partitioners, `RoundRobinPartitioner`, `HashBasedShufflePartitioner`, and `RangeBasedShufflePartitioner`. Each independently re-implements the same constructor boilerplate, `add_tuple_to_batch` append/yield/reset-slot body, `flush`, and `flush_state`; the only genuine difference is how a tuple picks its receiver slot. This task extracts a shared `IndexedShufflePartitioner` base that owns the common logic, exposing `_route` (per-class index), an `_advance` hook, and a `_clear_batch_on_flush` flag so each subclass shrinks to just its routing.
