Promote staging to main: committers page and idle computing-unit cleanup
blog post

This merges the current `staging` into `main`, publishing two independent
pieces of work that have accumulated on staging.

   ## Committers page

A new `/committers/` page listing the people who build Apache Texera
(Incubating), with aliases from the legacy `/committers.html`.

   - `data/committers.toml` is the roster data source. Each `[[people]]` entry
has `name`, `lastname` (sort key), `id` (Apache LDAP username), optional
`github`, `affiliation`, and `group` (one of `mentor`, `ppmc`, `committer`). It
currently holds 10 PPMC members, 2 additional committers, and 4 Incubator
mentors.
   - `layouts/committers/list.html` renders the page: it partitions the roster
into PPMC members and non-PPMC committers, each group sorted alphabetically by
last name, and renders each group through the grid partial. Mentors are not
shown as cards, they are folded into a single acknowledgment line ("gratefully
thanks its Apache Incubator mentors ...") with grammatical comma/and joining.
The page closes with a link to the authoritative Whimsy roster.
   - `layouts/partials/committers_grid.html` renders a card per person: name,
affiliation (a comma-separated `affiliation` string is split onto separate
lines), a link to the person's Apache profile keyed by `id`, and an optional
GitHub profile link.
   - `content/committers/_index.md` supplies the "Becoming a Committer" prose
(nomination criteria, the Apache Way) rendered below the grids, and places the
page under the Community menu.
   - `assets/scss/_styles_project.scss` adds the styling for the hero, section
headings, the responsive card grid, card hover states, handle links, and the
acknowledgment/source footer, plus an override of Docsy's 80% `.td-content`
width cap so the "Becoming a Committer" text spans the full column.

   ## Blog post: automatic cleanup for idle Kubernetes computing units

A new post at `content/blog/idle-kubernetes-computing-units/` (author Yichen
Ren, dated 2026-09-27) describing the feature that removes idle Kubernetes
computing units automatically, freeing cluster resources while leaving running
workflows untouched.

   - The post explains the idle-detection logic: a unit is reclaimed only when
no workflow is running on it and it has been idle longer than the configured
time limit.
   - `static/images/blog_hero/idle-kubernetes-computing-units.svg` is the hero
image and `static/images/blog/idle-kubernetes-cu-detection.svg` is the in-post
detection diagram.
   - `static/videos/texera-pr6046.mp4` is an embedded demo video (~12.9 MB)
referenced from the post body.
