That job only ever ran on Travis, which the project no longer uses, and it
targeted Ubuntu Artful (17.10), EOL since 2018.
{{build/docker/scripts/ubsan.sh}} and the .travis.yml reference survive, but
there is no ubsan scan on current CI to re-enable Python in. Won't Fix.

The Ubuntu Artful (17.10) ubsan scan this ticket describes no longer exists:
zero references to artful remain in appveyor.yml or the build/docker tree, and
Artful went EOL in 2018. Closing as Won' Fix.
