The build images under {{build/docker}} are LTS releases: {{ubuntu-jammy}} 
(22.04), {{ubuntu-noble}} (24.04), and {{ubuntu-focal}} (20.04), which 
THRIFT-6349 drops. The next LTS release, Ubuntu 26.04 "Resolute Raccoon", came 
out on 2026-04-23, is now at 26.04.1, and has standard support until 
2031-05-29. {{ubuntu:26.04}} and {{buildpack-deps:resolute-scm}} exist on 
Docker Hub; the existing Dockerfiles start from 
{{buildpack-deps:<codename>-scm}}.

Add a {{build/docker/ubuntu-resolute}} image:
* start from the noble Dockerfile and check each toolchain against the 26.04 
package versions (compilers, Boost, Java, .NET, Node.js, Python, PHP, Ruby, Go, 
Rust, Dart, Haxe, D, Erlang, Lua, Perl, and the others the image installs);
* add resolute to {{build/docker/README.md}}: a column in the tool version 
tables, and the "Supported Containers" list, where resolute becomes "next 
stable" and noble "stable".

No CI job builds these images, so the new Dockerfile has to be built locally to 
verify it.

For planning: jammy's standard support ends on 2027-06-01, which makes it the 
next image to drop.
