Reopening since we also need to update the following page:
http://www.xwiki.org/xwiki/bin/view/AdminGuide/User+Management
I think the Rights Management page should be split into 2 pages:
* Rights Management
* User Management
Alternatively it should be renamed to RightsAndUserManagement and the feature
description modified accordingly. Once this is done then the
AdminGuide/User+Management page can go away and instead a link to these 2 pages
can probably be added in the Configuration page on
http://www.xwiki.org/xwiki/bin/view/AdminGuide/Configuration
