Since more than one plugin needs the URLFactory, I don't like the fact that
each plugin must create its own Factory. And since it will be discarded at the
first request, then it's safe to make sure that an URLFactory is available for
all plugins.
I'm looking for the right place for initializing it, so I'll fix it (as a
Platform bug).
