Target anchors end up under the menu

Since the action menu has a fixed position on the top margin of the document,
and target links end up right at the top of the screen, it appears to some
users that the browser actually goes to the wrong place, right below the actual
target.
When trying to find a proper fix for this, the best I could come with was
working fine in Firefox, didn't change the actual behavior in Opera and was
preventing any scrolling using the keyboard or the mousewheel in Konqueror.
A simple fix can be instead applied for headings, for which we can control the
display box.
