Currently the watch UI is accessible to anyone who can view the the document
that contains it. However, lots of watch actions will fail for those users with
no edit right : adding/editing feeds, flagging articles, adding comments, etc ;
and none of this failure is properly reported, neither are the UI masked.
The UI should then be restricted to "editors", at least while the above pbs
exists.
