It does but then all the edit panels are such requirements too...
I see possibilities for the future:
1) Make skins available as XARs and package the panels they require (this
raises the pb of shared panels)
2) Make panels required by the skin simple templates instead of panels.
Basically this means removing all edit panels and making templates out of them
