In spite of that all components (servlet container, database and XWiki) are 
using iso-8859-1 encoding, the users/groups editor is not able to correctly 
store/retrieve extended characters.

From a Sergiu's message in [xwiki-users] :

"This is because XmlHttpRequests by default have an UTF8 encoding, and the 
server expects 8859-1."
