-00 first pass
- create convenience binary in top-level target/
- when --release is passed, also make source tarball
- when --release is passed, check both tarballs with rat.
known problem: symlinked test-patch and smart-apply-patch in bin dir for binary
artifact both don't work. maybe should have a wrapper script instead?
