OK, it really is optional since it's a plug-in into maven. There is a way
out... MAVEN_DEPENDENCY_ORDER is a decent control here. It could be set to
false by default and then personalities would need to set it to true if they
have that plug-in installed. I know that we tend to make everything opt-in,
but IMO, this would one should be opt-out.
