Sort of a rough idea:
* provide a CLI option to build either based on JIRA or git
* git option generates (only) the release notes page from git notes from one
git hash through another git hash, removing any git notes that were later
reverted
* wouldn't generate change log unless we dictated a format of the commit
message. :(
