It does when given one of the flags that triggers them... (--run-tests,
--robot, --jenkins, --sentinel, ... )
My hunch right now is that I'm hitting this bug because of an edge-case
condition because all of these things are true:
* plugins set to disable compile, javac, and cc
* plugins still has unit enabled
* sentinel activated --run-tests so units were still a go
* hadoop personality makes some decisions on how much unit testing is required
