Here's a first pass. It implements:
* send out all -1
* non-tab'd format
* report long running
It does not implement:
* "also send"
* showing actual time to execute values
Some other things:
* changes the vote table to store the raw time instead of the display time
* removes the ability to call add_vote_table with an empty string
* Reworks unit reports to remove excess logging
* fixes an HTML problem in the htmlreport
