Description: For some reason, HDFS-9648's usage of a single quote in the
summary screws up maven site. Originally, it was a Ux2018 character, but after
swapping that out for a single quote, it still failed. We need to escape
single quotes to avoid the problems. (was: We had an issue in Hadoop's JIRA
that used ‘ (Left Single Quotation Mark in Unicode parlance) in the issue
summary. Passing that on to mvn site blew up horrifically. We need to escape
it or convert it.)
