Summary: github_jira_bridge is not working after the update of ASF

github_jira_bridge parses the web page of the issue and finds the URL of the
patch starts with https:/github.com. However, the url is escaped in the web
page after the JIRA update and therefore github_jira_brdige cannot find the URL
of the patch.
