Description: Now that docker (as of 17.05) has caught up to some real-world
use cases (https://github.com/moby/moby/issues/18119), it supports
parameterized FROM lines in the Dockerfile. This means we can change from
doing crazy appends to using params and move to allow COPY and ADD from project
