with v2 in place we end up with

* CONSOLE_REPORT_FILE
* BRIEFOUT_TEXTFILE
* HTMLOUT_REPORTFILE

REPORT_FILE vs REPORTFILE is a nit I'm not super concerned with, but why the 
change from having BRIEFOUT_REPORTFILE match with the html output plugin to 
having it claim its specifically a text file?
