Description: Umbrella JIRA to rework how robots are used in the system
(was: We need to make some specific changes in order to better support sane
defaults for multiple CI systems out of the box. In order to do that, let's
make a new plugin type so that we can build some common rules around them all.
This JIRA will:
a) define all of the background bits
b) move the Jenkins bits to use the API)
