Playing around with a Jenkins 2.143 pipeline shows that BUILD_URL is pointing
to the actual executor build (used for console during the run) and JOB_URL is
pointing to the job URL that would contain the artifacts. Something is either
different under pipelines or Jenkins as change behavior or ... ?
In any case, we need to fix this.
