* fix latest -> master in docker images so that this was easier to debug
* change site instructions from 'site' to 'site site:stage' such that all of
the javadocs are merged
* move bundler to the main dockerfile, set fairly reasonable defaults for
bundler
* change the order of the gem installs during start-build-env to take advantage
of such
* fix the main pom to actually generate javadocs correctly
