* change the poll to be based upon SCM every hour rather than a daily cron
* add param support similar to the precommit job
* pass in github and jira u/p info to allow for comments to work
* add a bunch of pre-amble stuff to kill borked jobs, get some stats, etc.
these should get removed as part of YETUS-745
* everything to replace yetus-qbt job should be there
* add --project=yetus for personality support. i'm not sure if this will work
for some types of PRs so we need some practical experience here
* disabled per-line comments
* add sentinel
* reworked email/html bits
