Some quirks:
* artifact URL isn't available until after the artifacts are created. This
means we can't offer HTML links in the reports.
* After the run, it's very clear that even if we were to construct the URL, the
assumptions we've made in the artifact code won't work. The filename is buried
via a HTTP param rather than as a file path. e.g., https://....
&filename=foo&.... YETUS-811 opened to provide that support
* It's _very_ Microsoft: lots of weird, long names of things.
