Some design thoughts:
* make a clone of userparams[@]
* have an api that gets called by every parameter handler that removes things
from that clone when it handles a parameter
* after reexec (because new options may have been passed that are handled by a
patch!), if anything still exists, error. this should also handle the patch
location problem
