More brainstorming:

- Rename the current source tree, modules, and jars to xyz-deprecated or 
xyz-prejdk9 or xyz-toolsjarapi or some other designation.  Build them with JDK8.
- Build a new directory hierarchy that is JDK11.  

It's slightly annoying to our downstream's that upgrading to the next version 
will mean changing the jar names, but in the future, we'll eventually kill 
those jars off and we won't want to have those suffixes on them.  Plus, looking 
at the git log for these particular components... there's not a whole lot of 
change happening.  Upgrading may not even happen that much.
