Currently, the relevant log files end up in TP_FOOTER_TABLE via
add_footer_table(). Ideally, what should have happened in hindsight, is that
TP_VOTE_TABLE/add_vote_table() should have taken an additional parameter. Then
during footer expansion in the bugsystems' reporting functions, TP_VOTE_TABLE
log entries should have been added to the footer.
