I've figured this out BTW.
We extract the documentation from the previous releases tar balls. Since they
are statically built pages, they also get the menus from those versions. The
only way to fix this in our current setup is to re-generate from markdown. We
had it that way once and it was a nightmare...
As part of YETUS-1012, the release and changelogs are getting rebuilt from the
releasedocmaker re-run so at least those particular pages are now correct.
