I missed the fact that this was targeting branch-3.8. I don't think this should be done for 3.8. I think this is a good path forward for the master branch and future versions (3.10 and later), but I don't think 3.8 should be changed. I think it's too disruptive to existing users, and does not really benefit anybody to do it in a patch/maintenance release. Existing 3.8 users can just change their logging runtime in their own classpath if they are impacted and need to continue using 3.8.
