As a few people have remarked, there is not any well defined standard for quotes. Recently I learned of yet another approach, as discourse uses it's own block structured markup to indicate quotes. The indexing layer is relatively hard to change: we have to think about e.g. upgrading databases, and it requires programming in C and/or C++. If we were to add some feature like this, I would be more enthusiastic if it let users configure in some way what counted as quotes.
