Dotnet-Repository and NPanday-Installer ignore the excludes for gac-dependencies

When building trunk with a clean repo, the dotnet-repository-builder fails
because it can't find some dependencies - even if those are explicitely
excluded.
When running 'dependency:tree' the same error occures, so somehow the excludes
are ignored.
