During the initial build, got a lot of errors due to missing
npanday-settings.xml, but it completed and was created when I ran the ITs.
Seems we still need to clean up a bit.
Got 16 ITs fail, due to not finding NPanday.Plugin.Runner among other things.
Will attach log.
As for moving to Java - I'm ok with just requiring it on the path in the readme
for those building NPanday for now, as long as it's not needed to use it.
Ultimately, we should move towards the Maven toolchains support instead of
npanday settings anyway.
