Silverlight applications are delivered as .xap files and may also use xaml to
define the user interface declaratively.
We need a custom packaging, such as "silverlight-application", that will create
the corresponding .xap file with NPanday. This will involve writing additional
plugins for any new executables, and then bind the corresponding goals to the
"silverlight-application" lifecycle accordingly.
