Project importer fails to add dependency for Azure references if not in the 
local repository

I removed the ~/.m2/repository/Microsoft directory, then ran the project 
importer on an Azure sample project, and the Azure libraries were not added to 
the POM. They were previously installed in the local repository by the 
integration tests. No error message was given.

This also causes the project importer unit tests to fail.

There should be an error (or the system path used, and a warning presented) 
from the Addin in this scenario.

For the unit tests, they should be skipped if not present in the local 
repository.
