The MSBuild plugin currently requires msbuild to be on the PATH, which is not a
standard configuration for an install.
We should move the DotNetSdkLocator out of the Settings mojo, and utilise it
from GacUtility, Settings and this plugin (later, it should also exist in Java
so that it can be used from the rest of the app, and msbuild mojo can be done
in java)
