In an earlier release, "winexe" was deprecated in favour of a unified
"dotnet-executable" (along with "exe"). However, there is still a valid use
case for a separate packaging that triggers the alternate /target parameter to
CSC that will generate a windows executable (with no console window attached,
for example).
